It's not a top favourite of mine, but it is pretty I agree that it's underused.
I like it better than Cecilia (though I think Cece or Cici are pretty nicknames for Cecilia).
What puts me off Cecilia and Cecily and Cicely mostly is the meaning - "blind".
Celia means "heaven" - so although it's often taken as a short form of Cecilia it is in fact an unrelated name.
