I know a Philip, now in his 30s, who has never been called Phil in his life.
I don't think I've ever met a Joseph who wasn't Joe - also several Johannes people - but since I enjoy Joe, I probably wouldn't notice, one way of the other.
I'd use Joseph in the firm expectation that a Joseph would be a Joe! I wouldn't use Philip - no strong feelings, but there are many names I like better. I like Philippa, nn Pippa, very much but would only use it as a mn.
