I've seen 'Leigh' as a first name, so I checked www.behindthename.com (the database of first names). According to that, the surname came before the first name, and means 'meadow' in either Old English ("leah") or Middle English ("legh"). The name "Lee" came from the same root, so they're just different spellings of the same thing.
