Presumably German and based on the word burg, meaning a fortified place. So likely to be locative, though the word features in some personal names, e.g., Burkhardt. In Switzerland there are surnames such as Burgé (French influence), Buergy, Burgi and Burgerey, all based on the word burg. Burgay might be another such.
