It's Filipino, but beyond that I can't go. Filipino names can have one of several origins; Spanish, straightforward Chinese, ( e.g., Lim, Tan), adapted Chinese (e.g., Cojuangco, Licuanan), or names from indigenous languages. I suspect that Paquiao is from one of these last. There are also Muslim names, usually of Arabic origin, but I think we can discount that source. Spanish too seems to be out in spite of the Spanish influenced spelling.
Googling the word reveals that there is a contract labour system in the Philippines called "Paquiao", but this may be named after the person who introduced it. Who knows?
