Though Budurov is clearly a Russian name, I suspect that it has no meaning in Russian, and that like Karimov, Salimov, Abdoesjaparov etc. it is an Arabic surname in disguise. 'Budur' means 'full moons'. In surnames it usually takes the form 'al-Budoor' (the full moons).

It is possible. For instance I remember a Russian name Alieff, or Aleinikoff were arabian names russified.
Budurov can be Russian or Bulgarian. Obie is right Budurov has no meaning in Slavic.
