I take it that the reference to Muir as a "Royal Family" alludes to Elizabeth Muir of Rowallan's marriage to Robert II. This gives the Muirs a royal connection but does not make them a royal family.
Thee may be a few Moores in Northern Ireland whose ancestors were Scottish Muirs but, otherwise the name is English and, in my opinion, mainly locative. In Ireland it can be of English origin or an Englishing of the Irish Ó Mordha; occasionally perhaps an adaption of Muir.
