It's a Yorkshire name and it's home seems to be in the Yorkshire Dales. It's almost certainly a place-name, but I don't think it has been identified, and perhaps no longer exists. The -ley ending probably means "clearing", spen may mean "thorn". So a place cleared of thorn bushes?
Spenceley is another spelling.
