It certainly looks Turkish. Er means "man" in Turkish, and is a common component of surnames and forenames. This type of name belongs mainly to the post-Ottoman period, when Islamic (Arabic) names were discouraged, and Turkish names connoting manliness, hardness and military qualities were preferred. Surnames were adopted in 1934, and many names of this type were adopted - Erol ("be a man"), Berk ("strong"), Kaya ("rock").The meaning of okan is unknown to me, it may be a title,like Hakan, or it may have something to do with arrows (some desperate guessing going on here).
