Can anybody tell me what this means? I'm white anglo american with who knows what else mixed in.

there's a German surname Hartel (just one l), which derives from Old German first names beginning or ending with Hart-/-hart. The Old German word "harti" means hard, strong. The suffix -l is from Southern Germany.
