I think it is Scandinavian of origin, as the surname Hulken alone exist there. I did find the surname Hulkenberg, from the Netherlands. I think the name Hulken was originally Hülken, meaning "Hulk", body of an old ship, or a bulky person.

Hulk is an old Dutch military word. Singular: a hulk. Plural: hulken. Hulken were war vessels in use in the Netherlands in the 15th and the beginning of the 16th century.Dutch link:
