The Irish name Brogan is from Ó Brógáin which is derived from bróg 'sorrowful'. It has nothing whatsoever to do with shoes and no source relates it to Brogie.

I agree with Lepic on the meaning of Brogan. Some information on the location of the surname Broggy and variant Brogie can be found here -

It a appears to be a very rare name. Edward MacLyaght's "surnames of Ireland" does not list it. Patrick Woulfe gives only an Irish language version of the name, Ó Brogaidh, with no further details.
