It'll have to be a guess ...but I'm fairly certainly it can be found ...I'd suspect it's English ...or maybe a hybrid word.
The "-ley" in most English names is related to "leah" or a meadow ...the prefix "Ins-" may have some Celtic origins ..."innis" is an island in Irish ...
So, it's possible the name means something like "the person from the island with the meadow" or something of that sort ...
