At the start of names it is a contraction of 'van de' or 'van der', meaning 'of the'.
On related site "behindthename.com" I looked up "ver" in description and found one that may be of use. Though not directly Dutch, it may be related.
VERCINGETORIX m Ancient Celtic
Pronounced: vur-sin-JET-or-iks
Means "king over warriors" from Gaulish ver "on, over"...bleh bleh. The rest of that entry's not important to what we're looking for.
Hope it helps or give a lead!
