It seems to be Jewish and from Eastern Europe. As to the meaning ... it doesn't look Slavic, it doesn't look Hebraic. There is a German surname, Sutte, which is probably connected to Sutter, which means "shoemaker", from Latin sutor. There are also rare Polish surnames, Sut, Suta, Sutarz, meaning unknown to me.
