It reminds me of the surname "Fyodera" which is popular in the countries that were a part of the Soviet Union. It is souly speculation.

It could be italian. Some Federa are reported to have come from Sicily. But now this surname have desappeared from Sicily.
At the moment nearly all the Italian Federa live near Trento, in Northern Italy. In this region Federa could be an italianization of a german surname FEDERER (see the meaning of this surname).
