Welch is the more common spelling in England, Welsh in Scotland. It just means what it says, someone from Wales. It appears to be more southern than northern in distribution (England).
Webb is the older word for a weaver; Webber, Webster and Weaver are other names with the same meaning. This name belongs to the English Midlands and South.
