Doubtless this is a variant spelling of Locklear, which seems to crop up regularly on the message board. The usual explanation is that it is "probably" a version of the English surname Lockyer, meaning a "locksmith".
I've considered the possibility that the name might have a French origin. I thought it might have been L'eauclaire, or something similar. However, it seems that there is no such name as L'eauclaire, though there is Eauclaire. So we're still stuck with Locklear = Lockyer = locksmith.
