NEE-VAY-CARE, That is the pronunciation.
In what language? Go to http://en.wikipedia.org/wiki/Irish_orthography and you'll see that the digraph is pronounced /a/ when stressed (which is the case here), is /h/, and unstressed is shwa. Hence, NI VAW-HER.
It should be something like NEE VAW-HER.
