I can't find any French reference to this surname.
Reaney's Dictionary of British Surnames has Parfrement as a variant of the occupational name, Palfreyman. Perfrement is probably the same.

I read somewhere that it meant keeper of the saddled horses, from Huguenot French history.

Follow the link that I have provided which will tell you more about the name of Parfrement which I believe is a variation on the name Perfrement. A Palfrey man which again is a derivative from Parfrement was in charge of the servants who saddled the Lady's Horses. This is the link; http://www.houseofnames.com/fc.asp?sId=&s=parfrement
