To me, it seems like a variant of Michaelis, which is the latinized form of Michael.

I think Mikulis is Lithuanian. I know there is a Lithuanian surname, Mikulaitis. As for the meaning, possibly from a version of Nicholas, possibly from Michael.
Machulis doesn't look like the same name. I would expect a spelling Machoulis if it were Greek, but who knows?
