I don't think it's Filipino, though Pulupandan is a Philippines place name. It appears to be Ecuadorian but not Spanish. This leaves us with the possibility that it comes from some indigenous language.

No, they're in Chile and Argentina as explained at http://en.wikipedia.org/wiki/Mapuche

Quechua is the main indigenous language, but there are others, listed here -
