Pisciotti is a rare Italian surname and, also because of its rarity, it is very hard to interpret.
A possible interpretation considers Pisciotti as a variant of Pisciotta, probably coming from a place named Pisciotta in Salerno province (Campania, Southern Italy): for more information about Pisciotta, you can see http://www.ancestry.myfamily.com/facts/Pisciotta-family-history.ashx - though I personally think some of the interpretations reported on that page just sound like 'folk etymology'.
