I don't know the meaning of the name Ruf but refer to Rootsweb.com. I found some Swedes with the last name Ruf. That's a start.
That doesn't mean that the name is necessarily Swedish or German either. The fact that exploration of lands other than one's home land was a big thing back in history could explain why a Swede may have a German name. Assimilation.

There are people with German names in Argentina because sometime (can't remember when) in history the Germans infiltrated Argentina and the people there interwed and had descendants. You know what I mean?

Ruf could be a variant of german surname RUDOLPH.
In the States RUF has often been written RUFF.
