The spelling is certainly Polish but the name is Russian and would usually be romanised as Yakhontov in an English language text. As for the meaning, it seems that Yakhont is an old, or a literary, term for a ruby or sapphire. Whether or not the word was used as a given name, or if there is another explanation, I couldn't say.
