It is now extremely rare. Known as a venetian name existing in the area of Treviso, 50 km N-E from Venice. Once it was also a surname from the area of Belluno North of Venice.
Perhaps it could come from the adjectif "bello"i.e beautifuf with another adjectif "elegante", "smart". But it is not certain.
