Franz as Russian?

Franz (or Frants)is not listed on the www.mirimen.com website, but Frank and Frantsev are. Frank is described as a Bielorussian Catholic surname from the Germanic frank, meaning "free". Frantsev would also derive from the forename Frank.
Perhaps your Franz had a shortened version of Frantsev, though there's always a chance that he was a Russian of German ancestry.
