It may be derived from the Russian name Pop meaning "priest" or Popel meaning "falling".
The surname Popel'nik means "someone who falls".
The Slavic suffix -ski/sky means "of, from" so the name may "of the priest".

I'm not very good at Eastern European surnames, so this may be rubbish but I hope it helps : )
