It's probably a variant of 'Shepherd' (perhaps via 'Shebert'). Not everyone thinks this surname means 'sheep-herder' by the way. 'Shepherds were those who were employed to dig sod around the embattlements of a Saxon village.' See http://www.electricscotland.com/webclans/stoz/shepherd2.htm
