This is the north american spelling of Lo Vetro, a surname of
western Sicily, near the city of Agrigento.
The surname Vetro exists in Sicily as well.
I think you are right: in italian "vetro" means "glass".
The surname Lo Vetro is now very rare both Sicily and in Italy.
