Looking it up on a translation site, the best I can do is:

"from the border or edge of a high area with pine trees"

van= from, or of the family of
den= pine trees
Hoog= high area
band= edge or border

Den is in fact an archaic, conjugated form of the definite article 'de' (the). De 'Hoogenband' was located near Den Haag, and most people with this name live in that area. I don't know what it was though...
