So, are you saying that my surname is a product of a place called Mauleon? Because there is a town and city in France and Spain with my last name?

Yes. Place names are older than hereditary surnames, and there are many surnames that derive from place names. At some stage the named individual's ancestors would have been associated with the location, probably living there. If you could trace the place name and surname back through the records, I'm sure that you would find that the place name was in existence long before the surname.
