Click on "Interact" at the top of the page, then on "Submit a name". This will tell you how the process works. Anyone can offer an explanation of a surname, but it has to be approved before listing. This is a slow business as few people seem willing to take on the responsibility of approving entries.
If you just want to know the meaning of a name you can ask on the message board. Usually you'll get an answer.
