Heimer from Norse Heimr via Swedish would seem doubtful if it's a German name. Heimer from Heimbercht also seems doubtful, unless a US immigration official arbitrarily changed it, which does not account for its use in Germany. There is probably no single meaning. Three more obvious origins spring to mind though: from OHG Heim+heri (home+army); or from Heim+mari (home+famous), both of which would produce a personal name Heimer; or coined more recently from heim in the sense "village" with the relational suffix -er (as in Berliner, Hamburger), in the same sense as the surname "dorfer".
