Do they derive from SEBASTIAN like the english form Basten or the german surname Bast?

Basten is indeed a patronym based on Sebastianus (Bastiaan, Bastijn etc.).
Van Basten ('from' Basten) refers to a toponym. I don't know from what word that derives.
