The ethnic background appears to be Japanese, but there is no kana for "ye" in the gojuuon. Could it possibly be an American adaption of a surname like Kawai?

The name was apparently changed from Kawai to Kawaye in Hawaii. On the FamilySearch website, I found the same individual listed under Noboru Kawai and Noboru Kawaye.
