Occupational name or byname from Middle High German "lot(t)er" meaning "good-for-nothing, rascal, juggler, buffon".
Or else it could be from the given name LOTHAR or maybe LUDWIG.
"-mann" is often found as an addition to a name, giving no specific additional meaning.
