One explanation I read many years ago was that budge is a dialect word for a lambskin. If I remember correctly the writer (W.J.Watson?)suggested the name would have been bestowed on someone who wore a lambskin coat.
I note also that the Concise Scots Dialect Dictionary lists a word, BUGE, meaning a "kind of hooked weapon", a word of the 15th/16th centuries. Budge is a Scottish surname, as you are probably aware.
