It is a French surname spread in Northern or Western France especially.
It could be originally an ironical nickname for a person who drinks a lot: litteraly "bois l'eau", "drink water".
But jean Tosti in his site stresses that this surname could derive also from a place name. It should indicate a spring where water is very good to drink or a marshy place. A village called Le Boileau really exists in France.
