Possibly a form of the firstname Rubinal/Rubinald, which is a variant of Robinold/Robinault, which consists of Robin and -wald , the latter meaning 'ruler'.

important note:
this doesn't have to be the origin, it is just a likely possibility, but i found no conclusive evidence that this is true, nor did i find that Rubinol is a Filippino surname.
other note:
it is also used as a name of products, in this case the meaning is related to the color red, which in Latin is ruber . I can't imagine though that this is related to the surname Rubinol.
