The name is Spanish, or possibly Basque. Certainly there is a place called San Cibrián in the Basque Country. This place name tells us that Cibrián was a male given name. Perhaps it is a version of Cyprian, there is a Saint Cyprian (not Spanish) whose name suggests an origin in Cyprus.
