I asked about this name before and found out it was Ukrainian--but I wanted to know, can it also be Polish or Russian?

I don't think so, though Ukrainian names are found in those countries. Irish surnames are quite common in England and Scotland, but they're still Irish when considering their origin.
A Polish website I get some information from informs that there were 34 People in Poland surnamed Holinko in 1998.
