Definitely a Polish surname, but a rare one. Polish spelling, Tuliński, but with a feminine form, Tulińska.
As to the meaning, it looks like it's from a place name, maybe Tulin, Tulina, Tuliny, etc., the adjectival -ski suffix disguises the original spelling if it ends in a vowel. I have to mention that an online search for any of the above spellings produced no result. I did see a Polish language website that appeared to associate the surname with a place called Tulice, but that doesn't look right.
