I'm no Spanish expert but I'd say it means St. Stephen - santo 'saint' and Esteban 'Stephen'. I'm pretty sure some linguistic phenomenon whose name I can't remember happened and made it Santisteban, which is less of a tongue-twister than Santo-Esteban because of the two consonants in a row not forming a diphtong.
