Murat can be either French or Polish. The latter is most probably the source of the surname in Austria and Germany. It comes from mur 'wall'.

I am sure that this name is of Turkish name. It was introduced to Austeria by the Ottoman Empire invaders in the middle ages. The name is still in use in Turky widely.

Strange, since the surname Murat is totally absent from the Istanbul phone directory at http://www.helloistanbul.com/WP/lastNames.cfm.
