I think that this is a Castillian surname denoting someone who came from the Spanish town/city Montoya which I think means "mountain fort". Or means "dweller on hilly, mountainous land".

I'd guess that it has something to do with 'mountain' though I'm not sure of the ending ...maybe someone else more versed in Spanish or Mexican Spanish?

In Spanish there are many surnames coming from the noun
'monte' that is mount. Montoya is the name of a place near Albacete in Castilla region.
