It refers to one who deliberately uses more than one username to post, which is strictly against the rules: http://www.behindthename.com/bb/help.php?board=baby#rules.
There are only two accepted exceptions to this rule: the MPD Police themselves (there are officially two of them), and Jordan / Jordija. These aren't real MPDs because neither tries to hide their true identity, and everybody who's been here long enough knows who they are anyway.

Several people have a different username to their authentication name - it's only when you use several usernames and try to pass them off as different people that it's MPDing.

Who're the MPD police and who's the other one and why does s/he use two names?
I'm one of them, the other is Reyanna. Reyanna actually appointed me when she became busy with moving. I'm now the main MPD Police, but Reyanna still acts in that capacity occasionally. We're both tacitly sanctioned by Mike C.
We just use the title "The MPD Police" to give us some more credibility. I actually haven't thought of why we don't use our real named in addition to our titles, but it doesn't matter imo since one can easily see who we are via our authentication names, which are never hidden.
