It means "Having or displaying an otherworldly, magical, or fairylike aspect or quality".

That is nothing to do with being male or female.

"Fairylike" sounds feminine to me. "Fey" sounds feminine to me. "Kelly" sounds feminine to me.

To *ME*, fey = fairylike = feminine = Kelly.
