Its not so popular here in the UK, like Noah is. I like it a lot and I don't think it sounds incomplete. I think that's just the feminine form of Noah. I don't think Simon looks incomplete without the "e" at the end which makes Simone. Maybe it seems incomplete to you and others because it only has three letters.

Um, Noa is not the feminine form of Noa.Noah is a female name. Noah was actually Noach - it was a transcription error. Noa is just another spelling of Noah.
