No matter if they're a stationary pc or a laptop computer.Because the ö is on it, so you can just copy and past it from there, if you can't use the keyboard.I have it on a key on my laptop. So I just push that one down, let go of the key and then hit the 'o' key and I get the Ö/ö. (The ¨ doesn't show up, before after you've hit the o key, because it stores the ¨ temporarily, until the o key is used. Goes for Ä/ä, Ë/ë and Ï/ï too. Those are on the charactermap too, in case you wonders.)
